A work-at-home system is a quick-to-rich scam in which a victim is enticed by a promise to work at home, generally doing a basic activity within minimal periods with a high earning rate much above that of the labor market. The actual goal of an offer is either to charge a fee for membership in the scheme to the perpetrator to extort cash from the victim or to require the victim to invest in items with a false representation of the resale value.

Since the early twentieth century, work-at-home systems have been registered. The scarcity that emerged in the United States during the Great Depression in the 1920s and 1930s was the first to investigate. In this fraud, the employee receives a plan in which he/she may make $2 each envelope. After paying a tiny $2 price, a flyer for the same homework is being provided to the victim and asked to display those ads around his/her home area - the victim is merely "filling envelopes" with flyer templates which continue to work.



The law enforcement agencies in certain nations strive to combat home-based labor schemes. In 2006, the Federal Committee on Trade set up a federal- and national law enforcement project called False Hopes, which aims at fake business opportunities and homework scams. More than 100 law enforcement measures were carried out by the FTC in 11 countries, the Justice Department, the United States Postal Inspection Service and law enforcement agencies
